unfinished business with librarian in arcanum

I'm in empyrea but I keep getting a message that i have unfinished business with the librarian in arcanum and to see him immediately. however when I go see him, there is no quest. is this a glitch or am I missing something?

That's odd. Do you have any quests that have to do with that area at all?
