They're only used for the wand recipe and not very difficult to get in their own form.
An easy place to get them is the Acropolis - winnow ice fish then catch the 2 or 3 fish remaining. You'll get 1 or 2 chests, most of which contain shining scales. You also have a chance at getting the Aquilan Duel Chariot perm mount!
Since they're only used in one recipe and only 3 needed, most wizards who enjoy fishing have spares they don't need. If you hate, hate, hate fishing...I'm happy to sell some for you if you like?
