Personally, I actually got the full Waterworks set after three runs. It's not actually that hard, and if you find a few buddies to help it won't take that long either. I've never had the Wintertusk crafted gear as I skipped over it in favor of Celestia, so I cannot speak for anyone, but I do believe Waterworks gear is pretty well rounded and gives you the necessary stats for your school, and I have seen continuous usage of the gear up till around level 80 amongst my friends. Wintertusk gear, on the other hand, probably will not last you as long.

The Wintertusk crafted gear is on par with Waterworks. (In fact, some of us prefer the crafted hat because it comes with a blade!) It will last you a good 20 levels, at which point you might decide to swap it out for level 75 Avalon crafted gear.
