Level 0 Friends with Active Status

Some friends I have added show as Level 0. People say it means they haven't been on in a while. But they have Active friend status. One has Recent. So what does it mean?

I get that sometimes, too. It's probably just a bug, and I think it usually fixes itself when the friend logs back on.
