So, at the moment, I'm level 32, and have still not received the quest that leads you to get the spell judgement ("Paying your dues"). I got the notification to head to Alhazred, but upon reaching him, cannot start the quest. I know the requirement to start it is level 28, (plus, I even got the notification) so why am I unable to start the quest?
Did you get your Mander minion? If you didn't, that is what's holding you up.
Your Mander quest would have been offered at level 18, and it starts with the quest "Talking to Trees." Then there are a series of quests dealing with Fire, Frost and Storm ... all leading to the final "Bugging Out," which will grant you the minion.
Only after you have the minion and pass level 28 will you be offered the quests to earn your Judgement spell.
