Fluffy, I am level 53 , in Wintertusk. You aren't overleveled. If you haven't finished Ravenscar, or primary Grizzleheim that is your problem. I got Wintertusk from headmaster Ambrose right after I talked to the King (when I finished Ravenscar). If you have, there is a glitch or, I suspect there could be another world you must finish (Mooshu, Marleybone, Wysteria [part one])
