At level 38 or so I had Greyrose say she needed me to learn a new spell. I went to the school, and there were no quests. Does anyone mind helping me?

Does Professor Greyrose have a gray question mark over her head? If so, then that probably means that you still need to complete the level 28 Ice Minion quest.

The only other requirement is being of level 38.

Well, first, I must ask if you have Ice Guardian. You must have Ice Guardian to get the quest for Iceblade.
