Mossback Quests

Hey yall, Ive been trying to figure out how to do these Mossback Quests for almost an hour now. Im a level 70 and im trying to do them to get the death hat from Oakheart. When I go to Mossback to get the quest it doesnt show.. Any ideas? Thank yall!
