Critical hit calculation formula

How is the % critical hit calculated? I searched for the topic but all the references were from 2011 and suggested a url at duelist101.com that seems to be inaccessible. Also apparently the formula keeps changing and when I did manage to find a suggested formula it did not match observed results on my character.

Throughout play it has seemed to me that critical hit is so low a chance it's not worth considering using. I never get critical hits and it doesn't bother me but every now and then I like to try and reassess. Right now it seems like if I equip 80-odd points of critical hit it translates to a 2% chance to critical hit which is not worth considering.

An old formula was suggested that worked something like:

penalty - (level of wizard-50)/10 rounded down.

(rating on item) x 0.225 - penalty
calculated per item, a minimum of 1% applied

But this was changed to use a total rating (not each item separately) so I don't know how that would effect minimum of 1%. Also the constant 0.225 changed and the penalty too, to make it bigger?
