You can also try toggling the chat options yourself by logging into your parental controls and going under your account settings.
On another note, wizards will be very reluctant to assist not chatters just because of the high difficulty that exists when trying to communicate which is again why I implore you to explore the options I enlisted above to try to rectify the situation.
Now, about questing;
Storm is difficult to use at lower stages. In short, I recommend:
Using Treasures (especially accuracy enchants to assist). Farm and obtain Mount Olympus Gear Have a small deck with a few blades, feints and tempest. Try getting a solid pet with resistances and damage talents.
