why can't we see more of malistaire like him running into a tower or teleporting away and being weird any spooky why can't we more of him

We do see him a couple of times! Also keep in mind he's trying not to be seen, and if he is a Master Death Wizard then I expect him to be good at evading!

That's basically my whole theory on it. In Newgate Prison in Marleybone you see him, but other than that there aren't that many other places.
