Popups from characters do not show the background for the text. For example, if Mr. Lincoln is telling you your backpack is full, the typical background to the text is missing, leaving only the lettering.
I believe this exact same problem was fixed in Lemuria Test Realm, so I'm not sure why it is making a resurgence now.
