Scarlet Shrimpernel not appearing

Whenever I try to enter his hideout, it leads me to an empty room with no boss. I’m trying to get his minions animus. Am I missing something obvious?

I’m trying to repeat the Scarlet Shrimpernel boss in Khyrsalis, but every time I enter the sigil, I wind up in a blank room. Is there something I’m missing? Is the boss just not repeatable? Please help, I really want to collect all the animus.
