waterworks quest

Ive had this quest done before a couple times on various different wizards. i just advanced another. level 60 now and no quest for waterworks... any idea why?

Keep in mind that the quest is now given by Blad Raveneye in Triton Avenue and not Professor Balestorm.

You will also have to have Crab Alley unlocked and I believe you may need to complete it.

Not sure about that latter aspect however.
