Some email providers do not go through KI's system. I recommend you submit your request on this website directly under the Help/Contact Support tab and then the "contact us" button. You should have a guaranteed support ticket by doing that. Receiving a support ticket number means KI has your request in the queue.
Be advised, I recently did a character transfer request and one of the KI Support personnel who worked the ticket also required that both emails on the accounts match, as well. You may want to do that to prevent any delays in the processing time (in addition to those other requirements you already linked).
