On that page, you can click on any 'blue link' for more details (like where to find the Giver of the quest, the Requirements for obtaining the Spell, etc.).
It's also possible that you haven't done the spell quests given by your teacher. They give you quests every once in a while which reward you with a spell, make sure to do every quest that the trainer for your school has!
You have to do the quests you don’t automatically get spells when you level. There are quests you are given when you reach certain levels but sometimes there are things you have to do before getting those quests.
