You're looking in the wrong world for it. That spell is sold in Avalon. If you have a membership, I would suggest checking your friend's castles for teleport tapestries to get there. Tomb of the Nameless, Outer Yard, and White Owl Tower are all in that world and have tapestries to take you to them.
The Extract Wyrm card is available from the Monstrologist in Avalon, which unfortunately means you will have to either skip getting Wyrm animus from enemies here until you reach Avalon or hitch a ride.
Just to note, Draconians are not Wyrms. There are still a few Wyrms in Dragonspyre, but most Draconians are unextractable right now.
