It's bugged. I wish Dworgyn and crew would take a look at this problem because it's been going on for months.
Try getting close and clicking "X" even if the interface doesn't show up. Try logging off and then logging right back on. Try switching realms. If none of that works, contact support and 'bug' them about it. Maybe if they get enough complaints about the same issue they'll get around to fixing it.
