I confess it has been VERY stressful to find this out but I did and here I am. Please refer to this thread: https://www.wizard101.com/forum/gardening/new-rank-15-gardening-48939

There's a mistake leading us to believe we have to complete "Sumner's tale" in order to get "Between Two Shurb's", well that's not what's in the live game.

We need to complete "There's the Shrub" instead, the NPC is correct but the name of the quest is not.
