Hello! Did you do the quest "Bear Market" given by Baldur Goldpaws in Olde Town, Wizard City? That is also a pre-requisite to the Legion Shield quest. Hope this helps!
There is a Wizard City Prequest that you have to also complete from Bauldur in Olde Town. He has you do the Preview Quest for Grizzleheim and meet a bunch of the merchants. "I know a guy" leads to the "Spell Thief" Questline. Here's a link that may be able to help.
