Lvl 110 and didnt unlock arcanum?

I don't know how this happened because I am originally questing, but does someone know how I can get to the arcanum and then get the quest for the lvl 108 storm spell? I beat already like half of polaris and they still never took me to the arcanum

You have to get far in urville station and You have to reach the part in the storyline where Baba Yaga takes you there.
