Per our Tech wizards: "When you are logging into the game after an update, you are only patching content that you've seen before (for new installs, only a bare minimum amount of content is pre-installed) to save you time getting into the game. When you encounter something new while playing the game, like a new pet or zone, the client will connect to the patch servers to download the needed content in the background while you play."
