Yep, you can. My 78 storm has been farming him like crazy, probably over 250 times. I have gotten around 40 exalted duels, and only 2 master duels. It seems like the higher the level, the increased chance for an exalted battle. I suggest you farm him with a level 20-30-40 wizard for easy killing.
