I do not believe you can do any thing. Kingsile realized this cheat. Instead of fixing it, they made it so few(if any quests) can be accessed unless you unlocked the place yourself. Until you defeat Foulgaze(Rank 3 Boss) and his ally, a Field Guard(Rank 3), Krokotopia will not be unlokcked. Hope this helped.
