It's in Crab Alley, so yes.

lol yes. Its in Crab Alley. If you dont know how to get there go and talk to Blad Raveneye in Triton Avenue if you're level 60+. He will direct you.

I know Crab Alley. But where is Water Works at in Crab Alley? I play a life character in my game. So I just wanted to get a cape of esprit because my family can't afford 7,000 crowns to pay for getting a guardian's outfit.
