so im a level 64 and i cant get into ravenscar i looked to see if i missed any quests and i haven't i'm pretty sure. so idk whats going on please help is there something wrong or did i miss something?

You have completed the quest "Blackbird in a Cage" given by Hrafn Lorespeaker in Ravenscar You need to speak to Skullin Icebrand in Ravenscar to obtain the quest "Bustin' Loose"
