Learning Storm Spells in Krokotopia!!!

I found the Balance school in Krokotopia but can't figure out how to learn other spells in this world. Please Help!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!

Um, you can't. The Balance school is based here; the other schools are based in Ravenwood.
