I know that someone who is level 80-85 and up typically have a 100 percent block rating or close to it, so what is the point of critical ratings at that level if you can't critical hit them anyway?

Actually, most people no matter the level don't have 100% Block. 100 Block Rating is not the same as 100% Block. 100 Block Rating at level 50 would be about 27%, 26% at level 60 and so on.
