It's not good for players who do worlds when they come out. It's ok for players who start later. A player that did Azteca when it came out was guaranteed level 90 before finishing it. A player now doing all the same quests is level 92-93 when finishing it. Right now you are lvl 95 when you get to Shadow magic. Once the limit is raised, wizards who have done the same quests will be more like 98-100 when they finish Shadow. They should keep the XP to a level that allows you to reach the levels you need, but no so high that you max out long before finishing quests. Some quests in Khrysalis give 172,000 XP for doing not much more than talking to a few people. That is excessive when you only need 750,000 for the next level.
