If you're level 60, and you bought crab ally, and you have no membership, are you still able to go into the Waterworks dungeon?

Incorrect, you can still access Waterworks even if you don't have a membership, the only thing required to do it is access to Crab Alley.

Wow it's amazing, you are 100% wrong. Nothing you said was right. You can totally do WaterWorks as long as you have done prequel quests to do it, you can do it. Member ship has nothing to do with it!

yes you can if you bought the area with crowns you can go to every place in that area.
