How do get into The Emperor's Retreat?

I've been trying to do side quests to see if i can find the quest for it and im having zero luck. Does anyone know the quest i need to get in there?

After completing "Find the Fang" by defeating the Keeper of the Fang in the vault of ice, return to the entrance hall and speak to Shalek the Wise. He will offer you "Retribution," which is the quest sending you into the Emperor's Retreat.
