I need to get my level 55 spell but I can't find it anywhere

Did you meet the 3 requirements for the Level 55 spell, that Professor Greyrose listed here:

If you did, then you talk to Baldur in Olde Town to start the quest.

To get your Level 55 spell, you need the quest "The Runedown". This link gives details on that quest:

You can click on items on that link for more details (like "prequests") to see what you might have missed, or maybe you still have the quests in your quest log file.
