You can't sell the scroll; it's not an actual thing you collect. You find the scroll on the balcony above Zan'ne. It's not a drop.
You can not sell any kind of Quest Item. It is just a abject in the game, this goes along with every other quest. If you are talking about a housing item scroll then you can buy them at the Bazar located in Olde Town
