The Hoarder?

I am trying t beat the hoarder. I have already beaten it a while back. I ant the elissa's chill band. But I can't find her again. Where is she?

You cannot repeat that instance battle. Once you beat it, the tower is closed to you. Other bosses and creatures drop it though. Here's a list:

Just to add, all other bosses that drop it are in Zafaria, so you'll have to finish Dragonspyre before you have another chance at getting it.
