You have to wait until you get a quest to talk to the Blue mander in front of the boat. It is usually after you finish the Palace of Fire in the Pyramid of The Sun.

You should be able to take the air boat to the island after completing the quest in the pyramid. After all the pyramid quest are complete, talk to the Sgt. Major in the Oasis.
If you are wanting to get there without doing the quest you'll have to find someone that can go there and ask if you can port to them.
