taunt and disract

I used training points to get taunt and the stract at level 17. But the least level you could get them at was 15. But the y wont seem to do any thing. But if they will work somehow plwse tell me.

taunt angers the enemy and forces him to attack you and distract "distracts" the enemy and he wont attack you the following turn
