I have a feeling you're looking at the Beetles in the Oasis. There are actually TWO Beetles in the Oasis, one likes to read books, the other likes to shop. Make sure you've cleared BOTH of these.
The area the Beetles can be found in, is listed on the quest, if it's not one of the Oasis Beetles, make sure you're in the right area.
