You have to be in the drake hatchery, and the boss is located in the fire tower (if i remember correctly). Though, I am not sure if it is part of the main story or a side quest. Hope that helps.
It is part of a side quest series given by the Fire Drake (or is it Sun Drake?) who sits along the main street of Drake Hatchery. The Drake is marked on the map when you first enter Drake Hatchery, even before you talk with him/her.
I just finished this the other day. I believe it is a side quest. The one where you are helping the dragon who is sitting along the street. I don't remember the dragons name, though.
