Simeon Pop Up: Why Can't He Talk 2 Me?

I went to see Simeon in Wizard City while I was in MS because i saw a pop up, but when I got to him he wasn't talking. Are we supposed to meet him up at some other place than the boy's dormitory?

I am having a problem with this.
