Level 3 pet food in Zafaria?

Why is such a high level area dropping level 3 food, i would think that being rank 10 Npcs's they would drop at least level 5 or 6 pet food. So far nothing but low level stuff, i think they should change pet food drops to be higher levels?

to correct myself i have gotten level 6 food since i posted this. But still level 3 food in this area is still kinda not cool.
