Storm deck in Dragonspyre!!!

Anyone know the location for storm deck that give sixty cards in Dragonspyre ?
Some one told me that from sea lord in plaza of conquest but I've been fighting him and got nothing!
Please help me out

i got one in the labyrinth in ds
not only does it hold 60 cards but 7 each from your school

Devora Shadowcrown in Labyrinth drops the 60 card storm deck while
Sea Lord in Plaza Conquest drops the 55 card storm deck.
