I think i missed a quest because i only have to find meowiarty's hideout. i havent done counterweight east or west yet and i dont know which i missed

It sounds like you are still in Newgate Prison.

Scroll down that page and look for Newgate Prison. Is that what you are working on? If it is, you still have some other areas / quests to finish before you get the Counterweight East and West.
