You don't talk to Merle to get Marleybone, PAL. You finish Krokotopia. Then, after Krokohep you get MB.

You do not gain access to Marleybone from Merle Ambrose. This is given once you have completed the Temple of Storms main quests, and by Sgt Major Talbot in the Oasis.
