There are two obelisks by the portal and every 10 minutes one is filled. When all 5 are filled the portal lights up and takes you to the shop.

In other words, every 50 minutes, you can go. :-D

The stuff there isn't really that good, (as far as i know there is a pet) but after 5 times of going you get a badge!
