I have to disagree, my level 60 Ice wizard defeated Jotun and his clan by herself as in solo the other day. Just round up 2 to 3 level 40s and you've got yourself a winning battle.

An even easier way is to kill his brothers in the other dungeons before going to Hall of Valor.
