Reaper Staff?

I saw a couple people with it is it a special quest item or a boss item?(It is the staff Duncan Grimwater has)

that staff you get from a quest in dragon spyre if you are death if not you get a different staff and the quest is from sunbrand.

Oh well thats cool im death do you know what level you get the quest? Oh and is it a side quest?

It's a side quest but the tower is bugged for now so anyone can enter without the quest . It's in Drake Hatchery.

its not in a tower its in drake hatchery but its a side quest you get from sunbrand you beat 12 toweringdragons then you beat a boss i dont remember the name then another boss and then you will get a quest to beat another boss and that quest gives you the staff.
