+Damage% - why does it not affect DoTs?

A Fire Blade will enhance the total damage of Fire Elf and Heckhound. However, if you have a bonus to Damage% from items, the periodic damage from Fire Elf and Heckhound are *not* increased (only the initial damage on Fire Elf).

Is this by design? Why all the hate for DoT's? :D

This is also true for +healing and heal over time spells.
