When I logged onto the game just now I noticed it said "When your current membership ends it will automatically be renewed for an entire year at the $59.95 price!". Does that also apply for people who only buy membership one month at a time?
If you are currently on a month to month Membership and you wish to purchase the one year for $59.95, you will be billed immediately and your Membership will be extended for a year beyond your currently paid up month(s).

If you're paying by the month, your membership will be renewed by the month, at the same rate you're paying (i.e. $9.95), until you cancel your subscription.
