If you cast a spell outside of your school with an X for the casting cost, you will use two mana for each power pip that you have, even though the power pips only count as one for the out of school spell.
Power pips on treasure cards and blue cards have been working for me. Being a storm wizard, I really like the new Storm Hound pet and the card it gives.
