When I was in Counterweight West I found a glitch that keeps you in one spot making you unable to move. After I pulled the second lever and ran up the stairs I touched the left side of the stairs and I couldn't move! I logged out cause there was no way out of it, and if you can fix this glitch I would really appreciate it.
While I'm not aware of that particular glitch, I'd be surprised if teleporting to home doesn't get you out. You can teleport out of an instance like that without resetting it if you run back within a few minutes.
I just finished Counterweight East and had the exact same experience with a friend. I think it was after the same 2nd lever while running up the sairs he got stuck on the wall. he teleported to me in the level but if you're by yourself your stuck.
Sounds like it might be something they need to look into.
